If we look at the other magical attacks that the Sorcerer and Wizard have available at this stage, fireball is likely going to be the main damage dealer amongst all of those. Level 3 is not hard to get, so you will get it at around the early intermediary stage of your campaign. That means you will have to place it in the 3rd slot.
